I sought out help from Adrian at Southern Power Solutions with an estimate for breaker replacement to meet Mayflower city code and he was very helpful and knowledgeable, explaining exactly what was needed and why. He was able to provide an estimate from a picture of the current installation in a matter of minutes, giving an honest assessment and also offering to work with the inspector to make sure what was necessary.
