Driving on hiway 27 05/22/25 5 to 10mph under the speed limit. Blocking cars behind him about 15 to 20 deep.
When the passing lane was clear he would speed up to not allow drivers to pass, then would slow back down on the double yellow.

Would you want some one doing work for you that thought they owned the roadways and impeding traffic?
